Jeffrey joined the firm as a Partner in 1998. He is a Barrister and a member of the Inns of Court (Inner Temple), London. He practised in London before coming to Singapore in 1975, and thereafter practised as a Partner in the firm of Messrs Y M Jumabhoy & Co, which subsequently merged with Messrs Leong & Gay and was renamed Messrs Jumabhoy Leong & Gay.

Jeffrey has more than 50 years of experience in both litigation and conveyancing. In his early days he concentrated on criminal and commercial claims and solicitors’ work, including conveyancing. Over the last 25 years, he has conducted several major trials involving company law, securities, insurance, contract and construction law. Jeffrey also has extensive conveyancing experience and has acted in a range of high-value property transactions, including the sale of a property at approximately S$70 million. With the retirement of our founding Partner, Mr Lee Bon Leong, Jeffrey now leads the conveyancing department, whilst continuing to practise in commercial and criminal litigation.

Jeffrey is one of the key legal advisors to many of the Town Councils in Singapore. He personally handles the Town Councils’ prosecutions for the recovery of service and conservancy charges and other offences under the Town Council by-laws. He has also been appointed as a legal advisor to several associations, including the Automobile Importer & Exporter Association and the Print Media Association, Singapore, and to corporate clients in the motor industry including the Prime Group of Companies.

Aside from his practice as a lawyer, Jeffrey was an active Council member of the Football Association of Singapore for 17 years and was appointed Chairman of the Referees’ Committee. During his tenure, Singapore referees were appointed to three consecutive World Cups from 2002 to 2010. As an active participant in the sporting community, he was also appointed chair and member of the Inquiry Committee of the Singapore National Olympic Council. For many years he has been active in the Singapore After-Care Association, a charitable society that assists discharged prisoners and their families. In 1999 he was elected Chairman of the Association and remained in that role until he stepped down at the beginning of 2026. In recognition of his contributions to this sector of the community, he was awarded the Pingat Bakti Masyarakat in 2010.
